How your accounts are protected from fraudsters

 In recent years, cases of fraud with bank cards have become more frequent. Citizens receive calls allegedly from banks and even law enforcement agencies with frightening messages that someone tried to steal money from their accounts, offering to transfer funds to a “special account”. Here’s how laws protect against such crimes

First of all, remember: neither banks nor the police will call you with a request to provide them with information about your bank cards and accounts, they will not ask you to transfer your money to other accounts. Do not succumb to provocations! Always hang up during such calls and call back to the bank yourself at the number indicated on your card. In addition, try not to click on links from suspicious emails, do not enter your card details and passwords on suspicious sites. Always check the address bars in browsers.

Do not consent to the transfer of funds if you are not sure where your money will go.

Card blocking

From September 26, 2018, Russian banks can suspend any money transfer, as well as block the card and electronic means of payment – electronic wallets, prepaid bank cards and mobile applications. They will do this only if signs of a transaction without the consent of the owner are revealed. This will help protect your accounts and funds on them from fraudsters who are engaged in stealing money from citizens’ accounts.

How long will the blocking last?

The bank may suspend money transfers, block electronic means of payment for up to two days.

Can a bank block a transaction or card without the consent of the client?

Yes, the bank will not allow the transaction to be carried out and will block the means of payment as soon as there are suspicions of an unauthorized transfer. However, the bank, noticing signs of theft, will be obliged to immediately inform the client about it. In this case, the account holder will be able to either confirm that the transaction was made with his knowledge, or report an attempted theft.

On what grounds does the bank distinguish dubious transactions from ordinary ones?

Currently, there is no universal list for all banks of the main signs of making a transfer without the consent of the payer. Therefore, the law provides for the right for credit institutions, depending on the specifics of their activities, to establish their signs of an unauthorized transaction by the payer. Mandatory signs of making a money transfer without the consent of the client are established by the Bank of Russia.

How will the bank inform me?

In accordance with the law, confirmation of the transaction is requested by telephone or by sending an electronic message. If the client is a legal entity, then the notification will be carried out in accordance with the procedure established by the agreement on the use of an electronic means of payment.

Protection against phone scammers

On March 16, 2021, the President signed a law that will allow the prompt blocking of mobile numbers used by prisoners to commit illegal acts. Mobile operators will be obliged to stop providing services to those subscriber numbers from which convicts in correctional institutions or persons held in pre-trial detention centers carry out illegal activities.

This will require a written decision of the head of the Federal Penitentiary Service, his deputies or heads of territorial bodies of the penal system. In turn, the procedure for interaction between the penal system bodies and telecom operators and the deadlines for making decisions on blocking mobile numbers will be established by the Government.
